Is this a waste of money? "California School Spends $10G a Year to Teach AP Spanish to...?

While I don't agree that it's wrong to teach AP Spanish in high school, I fail to see where it's racist to oppose it. Granted, Spanish is the primary language of another race of people, but in what way does it become racist to not want to spend more money teaching it? It's not as if they have AP Caucasian History and have barred AP Black History. That would be more of a racial issue.
