Is it common for a male dog to get crusties on his testicles after a grooming?

My dog was groomed about a week ago. I recently noticed he has been acting really uncomfortable lately as well as skiddish. He has been licking his privates as if something was wrong. When I first looked there was nothing there. But after looking again a couple days layer I'm noticing that on his testicles he has some crusties. I plan on taking him to the vet, but am just wondering if anyone has a similar experince. My friend seems to think the groomer nicked his privates and now after rubbing it, its irritated. Any feedback would be great. Thanks.
