Is there a law or policy thatcompanies should only hire people with minimum 10th and 12th?

I forced myself out of school to take on the family responsibilities after my dad passes away. I am completing my edu now. I worked for Hewlett in india and Vodafone in Qatar. Great brands and I did well there.. I am in Bangalore now and trying to secure a job to support my family. But seems people just turn away when they see skills without education. They still prefer education with no skills language fluency or even interpersonal skills!!!! My question is that the ones with basic education use it like a ticket to enter a movie theatre. Once in the ticket is of not much value... I have been working from the age of 11 restaurants, garages, computer repair shop, delivery guy, and what not? I worked as a tech Helpdesk engineer for HP and a retail advisor for Vodafone in Qatar. I am CCNA certified a d technically very sound. I am very fluent with English as it is my mother tongue. We always converse in English. Yet employers don't want to offer me a job or even a chance to show my worth.. Is there any employer out there who is looking for talent????
