My dog seems to have irritation around his eyes..?

he is a shih tzu.. I picked him up from the groomers and they had cut his hair reaally short and told me he had some type of irritation on his eyes... i took him home nd noticed it more, nothings wrong with his eyes their still white, its just the skin around his eyes that are red and seem to be abit swollen...what could it be?
