Best resources to help FLUENCY in a language?

I know everyone says go to the country and immerse yourself in the language but unfortunately that's not possible for me right now . And I don't know any native speakers of French, German, or Russian - the languages I want to learn. So are there any resources I can use as a SELF-learning/SELF-teaching student? I agree with everyone that I probably won't become fluent from self-teaching but could someone at least recommend something (a book, software, internet site) that would help me reach a level close to this? AND PLEASE NO diatribes about going to that specific country or how I won't be fluent. I KNOW AND UNDERSTAND THIS. Again, just something close to fluent. Thanks and much appreciated! :D
